What Water Mage (Scholar) does
The base-form reference describes periodic Freeze on the strongest target, splash when hitting Frozen enemies, and a Slow after Freeze ends. PGG reports these effects for Scholar too. Fast allied hits can end Freeze early; the evolved community page has no passive text.

Shatter replacement (equipment passive): Replaces Shatter. Hits on Frozen targets splash 20% of current damage. The record lists a 50% Slow when Freeze expires, followed by 25% damage to the five nearest enemies.
